2. Any Program that does not comply with Paypal's TOS.
3. Sites that contain Racism, Pornography, Gambling, Drugs or Tobacco
4. Sites that are behind in payouts.
5. Sites with Unsustainable Ad Prices, and/or Paid links over 5 cents each.
6. Sites owned by an individual that didn't pay (did a runner) and resurfaced again with a different program name.
